About This Scheme

Pradhan Mantri Jan Vikas Karyakram (PMJVK) is a Centrally Sponsored Scheme implemented by the Ministry of Minority Affairs. The programme focuses on developing infrastructure and providing basic amenities such as schools, health centers, hostels, community halls, drinking water, sanitation and skill development facilities in Minority Concentrated Areas (MCAs). The objective is to reduce development gaps by improving access to education, healthcare, housing, and livelihood opportunities for minority communities. PMJVK promotes area development and social inclusion through need-based infra development in collaboration with State Governments, District Authorities, and Local Bodies.

The Core focus of scheme is to address local development gaps by providing community based infrastructure in key sector, including construction of schools, hostels, health centers, community halls, sanitation facilities, drinking water systems, skill development centers and emerging national priorities - infrastructure in sectors supporting socio-economic growth and digital access.

Eligibility

Required Documents

  • Preliminary Project Report (PPR) - Includes cost abstract and detailed justification for the proposed infrastructure project.
  • Certificate for Minority Concentration Area - Certifies that the project location has more than 25% minority population in a 15 km catchment area (Annexure II format).
  • Utilisation Certificates (UCs) - For previously sanctioned projects, in the prescribed format (Annexure V).
  • Quarterly Progress Reports - Must be submitted regularly in the specified format (Annexure VI).
  • Cumulative Financial Progress Report - Details financial progress since inception (Annexure VII).
  • Perspective Plan (2021–2026) - A long-term strategy document outlining infrastructure needs and priorities, approved by the State Level Committee (SLC).
  • Annual Implementation Plan - Year-wise breakdown of proposed projects aligned with the Perspective Plan.
  • Land Availability Certificate - Confirms that the land for the project is free from encumbrance and owned by the government or approved entities.
  • SLC Meeting Minutes and Approval Certificate
  • Bank details and PFMS registration of Implementing Agency.
  • Photographs and GIS coordinates of the proposed project site.
  • Documented approval of the project by the State Level Committee.
  • Any additional supporting documents as required by the Ministry of Minority Affairs.
  • All documents need to be signed and Stamped by Competent Authority at the State Level.
  • All proposals and supporting documents are submitted through the PMJVK online portal via the State/UT Minority Welfare Department.
