The scheme component "Creation and Upgradation of Sports Infrastructure" under the "Khelo India Scheme" is a centrally sponsored initiative implemented by the Department of Sports, Ministry of Youth Affairs and Sports, Government of India, aimed at creating and upgrading sports infrastructure across the country through financial assistance for modern sports facilities, sports science infrastructure, and sports equipment for eligible entities. It supports both new (Greenfield) and existing (Brownfield) sports infrastructure projects that address critical infrastructure gaps. The scheme promotes inclusive, accessible, environmentally sustainable, and community-oriented sports facilities. Assistance may also be provided for sports science infrastructure and sports equipment based on specific requirements and recommendations.

Infrastructure Development Grant:
  • Financial assistance for creation and upgradation of sports infrastructure across India.

Synthetic Athletic Track:

  • Up to ₹9.50 crore for an 8-lane Synthetic Athletic Track.
  • Up to ₹6.50 crore for a 4-lane Synthetic Athletic Track.
Hockey Infrastructure:
  • Up to ₹6.50 crore for a Synthetic Hockey Field.
  • Up to ₹8.00 crore for a Synthetic Hockey Field with Lighting.
  • Up to ₹2.60 crore for a Natural Hockey Field.
Football Infrastructure:
  • Up to ₹3.20 crore for a Natural Football Field.
  • Up to ₹6.00 crore for a Synthetic Football Turf.
Multipurpose Sports Hall
  • Up to ₹14.00 crore for a Multipurpose Hall (60m × 40m × 12.5m).
  • Up to ₹11.83 crore for a Multipurpose Hall (40m × 20m × 9m).
  • Up to ₹7.50 crore for a Multipurpose Hall (36m × 20m × 9m).
  • Up to ₹3.00 crore for a Multipurpose Hall (18.5m × 17.5m × 7.5m).
  • Up to ₹1.75 crore for a Multipurpose Hall (17.5m × 10m × 7.5m).
Swimming Pool Infrastructure:
  • Up to ₹3.50 crore for a 25m × 25m Swimming Pool.
  • Up to ₹6.50 crore for a 50m × 25m Swimming Pool.
  • Up to ₹8.00 crore for an All-Weather Swimming Pool.
Other Sports Facilities
  • Up to ₹1.50 crore for a Lawn Tennis Court.
  • Up to ₹1.50 crore for an Archery Range.
  • Up to ₹6.00 crore for a Squash Court.
Sports Science And Equipment Support
  • Grant-in-aid may be provided for Sports Science Infrastructure and Sports Equipment based on specific proposals and approval by the competent authority.
Community Access
  • Infrastructure created under the scheme should be accessible to local communities, schools, colleges, sports associations, women, and persons with disabilities.

How to Apply

Step 1: The Entity must prepare a Detailed Project Report (DPR) with all required technical and financial details.

Step 2: The applicant must submit the proposal through the concerned Department of Sports of the State or Union Territory.

Step 3: Central Universities, Sports Control Boards, Sports Authority of India, and eligible Central entities may submit proposals through the prescribed route specified in the guidelines.

Step 4: The proposal is examined by the Ministry of Youth Affairs and Sports.

Step 5: The proposal is evaluated by the Project Appraisal Committee (PAC).

Step 6: Recommended proposals are placed before the Departmental Project Approval Committee (DPAC).

Step 7: Approved projects receive sanction and release of funds as per scheme norms.

Step 8: The grantee must implement the project and submit progress reports, utilization certificates, and completion certificates.
