About This Scheme

The scheme "Information, Monitoring, Evaluation and Social Audit (I-MESA)" was launched by the Department of Social Justice and Empowerment (DoSJE), Ministry of Social Justice and Empowerment (MoSJE), Govt. of India. The "Central Smart Surveillance Unit (CSSU)" component of the scheme aims to connect the Department with all Grant-in-aid institutions, Training and Coaching centres funded by the Central Government through a network of Closed-Circuit Television cameras or other electronic devices. The component provides for the setting up of a central monitoring system either in the Ministry or at a convenient location for the continuous supervision of all Grant-in-aid institutions. The applicant (Grant-in-aid institution) must install Closed-Circuit Television cameras or electronic devices to cover the services provided in their campus and share login credentials with their respective State Coordinators.

Total Financial Outlay: The total financial outlay for setting up the Central Smart Surveillance Unit infrastructure over five years is ₹15,00,00,000/- (Rupees fifteen crore).

Specific Annual Financial Requirements (Central Setup Costs):

₹2.5 Cr

2021-22: ₹2,50,00,000/- for 1,000 institutions.

₹2.8 Cr

2022-23: ₹2,80,00,000/- for 1,100 institutions.

₹3.0 Cr

2023-24: ₹3,00,00,000/- for 1,200 institutions.

₹3.2 Cr

2024-25: ₹3,20,00,000/- for 1,300 institutions.

₹3.5 Cr

2025-26: ₹3,50,00,000/- for 1,400 institutions.

Intended Use: The funds are intended for setting up the Central Monitoring System, developing a dashboard, and covering maintenance costs.

Disbursement Conditions/Flow:

Funds for installation of Closed-Circuit Television cameras or electronic devices in Grant-in-aid institutions will be incurred under their respective scheme.

Funds for the Central Monitoring System, dashboard, and maintenance will be contracted with an external agency selected through the Government e-Marketplace (GeM) via a transparent mechanism.

Conditions

The Grant-in-aid organization must get the Annual Maintenance Contract (AMC) of the Closed-Circuit Television system or electronic devices, using their own resources, after the warranty period expires.
