About This Scheme

The scheme "Chemical Promotion Development Scheme" was launched by the Department of Chemicals and Petrochemicals, Ministry of Chemicals and Fertilizers, Government of India. The scheme aims to facilitate the growth and development of the chemicals and petrochemicals industry by creating knowledge products, disseminating knowledge, and incentivizing research and innovation. The scheme provides Grants-in-Aid to conduct workshops, seminars, and studies, offering financial assistance up to ₹7,50,000/- for study reports and up to ₹7,00,000/- for two-day events. The applicant must be an eligible government agency, industry association, or specialized organisation, and non-governmental entities must be registered with NITI Aayog. The applications for this scheme are accepted online.

The scheme extends soft support in the form of Grants-in-Aid (General) to various organisations and industry associations to conduct workshops, seminars, and studies.

Component I (Creation of Knowledge Products)
  • The financial support provided to industry associations for conducting studies or preparing industry reports will not exceed 50% of the cost or ₹7,50,000/-, whichever is lower, per study/report.
  • The approved grant is released in three instalments: 30% is issued along with the sanction order after executing a surety bond, 30% is released on submission of the draft report with an executive summary, and the final 40% is released on acceptance of the final report.
Component II (Knowledge Dissemination)
  • The financial support for events organised by the Department or Government agencies will cover the entire cost.
  • The grant for any one event organised by industry associations or specialized organizations is limited to 50% of the total estimated expenditure, subject to a maximum of ₹5,00,000/- for a one-day event and ₹7,00,000/- for a two-day event.
  • The sanctioned grant is released in one instalment.
Component III (Excellence Awards)
  • National Awards are given to recognize excellence in research and innovation in the Chemicals and Petrochemicals Sector.
Component IV
  • The grants are given to eligible organisations for executing or sustaining any industry facilitation and support measures.
Conditions
  • Any study report funded by the Government under the scheme will be the joint property of the Department and the concerned organisation, must be suitably acknowledged, and shall not be used for any commercial purpose.
  • Organisations must use the Logo of the Department for display on publicity material with prior approval, ensuring strict adherence to Notification G.S.R. 643 (E).
  • Organisations receiving a grant for Component II must submit a detailed report within one month after the organization of the event, including proceedings, advertisements, list of participants, and actual expenditure certified by a Chartered Accountant.
  • All organisations receiving assistance must submit a Utilization Certificate (UC) in the prescribed proforma by the 30th of June of the subsequent financial year.
  • No grant will be released for any expenditure of a recurring nature, and grants will not be released to an event manager.

How to Apply

Step 1: Access the official web portal of the Department of Chemicals and Petrochemicals.

Step 2: Submit a preliminary proposal providing details of the proposed event, topic/theme, likely speakers and participants, venue, and likely date in response to the notice placed on the website for the preparation of the annual calendar.

Step 3: Wait for the annual calendar of events to be finalized by the Committee and formally approved by the Secretary (C&PC).

Step 4: Once the calendar of events is officially approved, submit the detailed online application for financial assistance with all required annexures at least two months prior to the scheduled event.
