The scheme provides financial assistance in the form of Grant-in-Aid (General) to organise approved commemorative Events, Programs, and Major Activities.
Tangible Benefits and Intended Use:- Monetary Grant-in-Aid: Funding is provided out of the allocated budget under the Centenaries and Anniversaries Scheme to cover the approved cost or actual cost of completion of the events, programs, or activities (whichever is less).
- The total continuing budget outlay of the scheme is ₹750.00 Crores (allocated as ₹150 Crores per year for five financial years from 2026-27 to 2030-31, extending up to 31 March 2031).
- The grant shall not be utilised for any purpose other than the purpose for which it is released.
- In the case of Non-Governmental Organisations (NGOs) and Trusts, the implementing organisation must contribute a minimum of 30% of the approved program/event cost.
- For Non-Governmental Organizations (NGOs) and Trusts, proposals will only be considered if the program/event ensures a participation of a minimum of 500 public members.
- Artist honorariums and payments must be made directly through Digital Benefit Transfer (DBT)/bank transfer. Cash payments are not permitted.
- If any released funds are not utilised, the grantee institution shall refund the unutilised funds along with interest at the rate of 10 per cent.
- No permanent construction, capital projects, civil works, or infrastructure works can be funded under this scheme (as these are subsumed under the "DESH" Scheme).
- Any additional expenditure in program cost due to any reason must be met by the concerned organisation, as the financial liability of the Ministry of Culture remains unaltered as approved in the original program.
- Disbursements are made electronically.
- Grants are released based on balances available in the Public Financial Management System (PFMS) as per the Expenditure-Advance-Transfer (EAT) module data.
- Payments are made directly to the vendor(s) or beneficiary(ies) in their Aadhaar Seeded Account.
- For Central Government, State Governments, and Autonomous Organisations:
- First Instalment: 75% of the grant-in-aid is released after the completion of all formalities for sanction of funds as per the approved Standard Operating Procedure (SoP).
- Second/Final Instalment: The remaining 25% of the grant-in-aid is released after the completion of the events/programs and after completing all required formalities.
- For Non-Governmental Organisations (NGOs), Individuals, and Other Organisations:
- First Instalment: 60% of the grant-in-aid is released after the completion of all formalities for sanction of funds as per the approved Standard Operating Procedure (SoP).
- Second/Final Instalment: The remaining 40% of the grant-in-aid is released after the completion of the events/programs and after completing all required formalities.
- The sanction letter in each case will be issued within 5 working days after receiving the concurrence of the Internal Finance Division (IFD).
- For the release of subsequent instalments (Second Instalment), the grantee must submit the Utilisation Certificate, audited statement of accounts, progress report, and photographs/videos. For private trusts/societies, these must be submitted within 3 months from the date of release of the First Instalment.

How to Apply
Step 1: Check the Approved Commemorations List:
- The applicant must first verify if their proposed program aligns with an ongoing or new commemoration approved by the National Implementation Committee (NIC).
- The details of approved ongoing commemorations can be checked on the websites https://culture.gov.in/.
Step 2: Download and Review the Official Guidelines:
- The applicant must download and carefully read the following essential documents from the official website before submitting a proposal:

- Checklist of Documents
Step 3: Register on Mandatory Portals:
- For Private Institutions and NGOs: The applicant must be registered under the NGO-Partnership System (NGO-PS) DARPAN portal of Niti Aayog at http://ngo.india.gov.in and obtain a Unique Identification Number.
- For All Applicants: The applicant must register on the Public Financial Management System (PFMS) portal of the Ministry of Finance at http://pfms.nic.in. The applicant must implement the EAT (Expenditure-Advance-Transfer) Module and create its vendor/beneficiary details.
Step 4: Prepare the Proposal and Document Package:
- The applicant must compile a comprehensive proposal that clearly establishes a linkage with the approved commemoration theme, personality, or event.
- The proposal package must include:
- A detailed concept note highlighting historical and national significance.
- Proposed activities, implementation plan, date, venue, and a minute-to-minute program schedule (including a mandatory day-wise structure if the program exceeds 1 day).
- An item-wise estimated budget financial requirement.
- All mandatory institutional documents (such as the Registration Certificate, PAN Card, last 3 financial years' Audited Accounts Statement, Bank Authorisation letter, Resolution, and Indemnity bond).
- Documentary proof of a minimum 30% co-contribution (applicable only for NGOs and Trusts).
Step 5: Submit the Application Form and Proposal (Hard Copy):
- The applicant must send the complete proposal along with all prescribed documents to the official physical submission address:
- Submission Timelines:
- For NGOs and Trusts: The complete proposal must be submitted a minimum of 45 days prior to the commencement of the proposed event date.
- For Government Ministries/Departments/Autonomous Bodies: The proposal must be submitted a minimum of 30 days prior to the commencement of the proposed event date.
Step 6: Tracking and Scrutiny of the Application:
- Once received, each proposal is assigned a Unique Registration number.
- The C&M Division will maintain a register tracking the status (under scrutiny, approved, rejected, or pending) and will display it monthly on http://amritkaal.nic.in.
- The Commemoration Division will scrutinise the proposal for eligibility, completeness, and compliance within 7 working days.
Step 7: Rectify Deficiencies (If Communicated):
- If the proposal is found incomplete or deficient, the gaps will be communicated to the applicant. The applicant must comply and submit the missing details within:
- 10 days for general events/activity proposals.
- 15 days for proposals that include exhibitions or documentation.
- Note: Failure to comply within the prescribed time may result in the closure of the proposal.
Step 8: Evaluation and Final Approval Technical Evaluation:
- Complete proposals are sent to the Expert Technical Committee (ETC), which reviews them based on relevance, technical feasibility, quality, public participation potential, and budget reasonableness within 15 days.
- Committee Consideration: Recommended proposals are placed before the Commemoration Committee (CC) within 5 days of the ETC meeting for final budget examination and approval.
- Sanction Issuance: Following the committee's nod, administrative approval is completed within 5 days, and a formal sanction letter is issued within 5 working days after receiving the concurrence of the Internal Finance Division (IFD).
Step 9: Receive First Instalment and Execute the Event
- Upon sanction, the first instalment of funds is electronically disbursed through PFMS directly into the applicant's account.
- Central/State Governments and Autonomous bodies receive 75% as the first instalment.
- NGOs, individuals, and other organisations receive 60% as the first instalment.
- The organisation must then execute the commemorative events and programs as scheduled.
Step 10: Submit Post-Event Documents for Final Settlement
- After organising the event, the applicant must submit the final documents to the Ministry to claim the subsequent balance instalment (25% for government bodies; 40% for NGOs/Trusts).
- The required closing documents include the Utilisation Certificate (UC) in the proper format, an audited statement of actual accounts/expenditure, a progress report, and supporting photographs or video clips. For private trusts and societies, these must be furnished within 3 months from the date of release of the first instalment.
